Add water via the neck of the beaker, and make sure that the water goes above the slits located on the diffused downstem. Overfilling is a bad path to go down, and could create splash back, so make sure you are watching how much you put in. 

If you are not sure how much to fill in, just fill about an inch above the percolator slits and experiment with an initial test hit.
